How do we utilise the semantic technology integration in terms of tagging?

We need to think through how best to create a tagging/folksonomies framework around Topaz. This might include integration with Connotea.

This is an overall design issue. With the OTM layer we believe we have exposed a very flexible backend so the question is what the front-end is going to look like for this. Maybe a couple of user scenarios would help...
