In discussion with Ed, he brought up a good point of say a paper/article violating HIPAA regulations that will require it to be scrubbed from the the repository. We should think about two things associated with an article:

1. Active status -> Ability to take an object offline

2. Scrub -> Delete an object completely (we need to think this through a little bit after the ingest format gets defined)
