Can the adminstrator edit anyone's public annotations?

Yes, admin should be able to edit annotations. At minimum it will allow correction of deadlinks or similar and may prove useful during moderation.

Authors of annotations should also be able to edit annotations.

All edits should be recorded and potentially accesible to readers.

With regards to your 3rd point, "All edits should be recorded....", I have two questions:

  1. Is it the same as versioning? You can see older versions in their entirety (not individual edits)
  2. Is it ok, if the underlying framework supports it for October but not the user interface?

1. Yes I mean versioning. It is important that older versions are achived or can be reconstructed easily.

2. That would be fine. I'm not sure whether users will have much need for seeing previous edits but we need the underlying framework to preserve them so that sysadmin at least can have access to them.
