Description

Link the new "Hubs" global nav item to http://www.ploshubs.org (Russ will then redirect to http://clinicaltrials.ploshubs.org until we have the generic Hubs homepage in place.)

For the Hubs sub-item, "Clinical Trials" make sure its configured to navigate to the CT Hub homepage from within both the CT context and the ONE context.

(In [3523]) Fixes #553 and addresses #543. Still need to get confirmation of where to send people when the article was originally published in CT. FYI, putting the journal URL here is necessary until we get everything into mulgara and can expose it via an interface.
