dynamic title for browseIssue

Description

right now, only article pages have a <head><title> set dynamically.

all other pages have the same title.

let's define titles for browse, search, and other non-article pages.

it would be nice to have a way to define titles for the static pages.

static pages can have title set in freemarker config. probably the same for search.

browseIssue should have a title that includes the issue name, eg.
