Transfer existing registered PLoS user database to Topaz/PLoS ONE

Description

PLoS is already collecting user information (including alerts) and they have about 30,000 registered user as of couple of weeks ago. This information needs to be transferred to Topaz/PLoS ONE and also managed on an ongoing basis after launch of PLoS ONE where this becomes potentially the only user database for all of PLoS corpus.

PLoS ONE needs to be aware that it needs to check for lack of display name for this transfer and prompt the user to add one.
