global default journal - get rid of requirement to configure overlay journal

Description

the default journal should be a collection of all the articles published, regardless of which (if any) journal the article belongs to.

it should be possible to run ambra without any overlay journals defined.

non-exhaustive list of subtasks here:

  • allow ingest of articles without matching article eISSN to one of the overlay journals
  • get rid of the concept of a default overlay journal. it's up to end users to disable the global default journal via hostname control or whatever.
  • make sure filters for journal display, search, etc. work in the global default context
