extend cascading file lookup filter to freemarker templates

Description

if you are including a freemarker template from within another freemarker template, using <#include>, there's no cascading lookup functionality.

this makes it very hard to override templates on a per-journal basis, and the current config is full of contortions and hacks to get around this.
