disallow text selection based article annotations for text adjacent to figures and tables

Description

Currently, annotations created on text or anchors adjacent to a figure or table are xpath "non-deterministic". Meaning, the subsequent transformed html will not jive with the original user text selection. Until we re-design user text selection annotation functionality with a more robust "engine", we should dis-allow annotations to be created in these article document areas.
